City purchased old Post Office.

SPRING 2019

City contracted with Seder Architecture + Urban Design for the design of the Business Center.

SPRING 2022

City applied for Economic Development Administration Grant.

SUMMER 2022

Construction documents complete.

WINTER 2022

EDA awarded City grant funds. EDA documentation review underway.

SPRING 2024

EDA Approval letter received. 

SUMMER 2024

Advertised for bids.

FALL 2024

Construction contract awarded to Cliff Thorn Construction, LLC. 

WINTER 2024/2025 

Contractors officially break ground, setting the foundation for the project's next phase. 

WINTER/SPRING 2025

Footings and stem wall have been poured. 

SPRING 2025

Plumbing and electrical installation under the slab are well underway, keeping the project on schedule. 

SPRING 2025

The concrete slab has been poured, marking a significant milestone in the foundation phase.

Framing is officially underway. Crews are progressing on schedule as the structure begins to take shape.

DESCRIPTION

The Umatilla Business Center and associated improvements will take up the greater park of a city block, with the exception of a warehouse on the southwest corner that will not be impacted by this project. The full Business Center including building, site and street improvements form a major component of the Umatilla Civic Center Master Plan. The project will include re-purposing an old Post Office, purchased by the city, and the construction of an addition to the Post Office. A two-story addition will be built immediately north of and adjoining the old Post Office forming an 11,500 sf mixed use facility fronting 6th Street. The city anticipates a total construction cost of $ 8 million dollars. Staff has received funds to assist with this project from Economic Development Administration, State of Oregon and Umatilla County. City has also reserved ARPA funds for this project.

Why it's needed? The goal of the Business Center is to energize the downtown and create a true city center composed of civic facilities, office & supporting functions, street & urban open space improvements and cultural event offering. The Business Center will offer incubator space designed to be leased for 1-3 years by emerging small businesses at below-market value.
