NOTICE OF RECEIPT OF BALLOT TITLE
CITY OF UMATILLA,
UMATILLA COUNTY, OREGON
NOTICE IS HEREBY GIVEN that the City Council of the City of Umatilla, Oregon, has approved a resolution calling for a measure election on Tuesday, May 20, 2025, to be held within the boundaries of the City of Umatilla, in Umatilla County, Oregon. The election shall be conducted by mail. The following question will be submitted to the qualified voters thereof:
CAPTION:
BONDS FOR NEW CITY POLICE STATION
QUESTION:
Shall the City of Umatilla issue up to $19,800,000 in bonds to finance a new police station to replace the existing facility? If the Bonds are approved, they will be payable from taxes on property or property ownership that are not subject to the limits of sections 11 and 11b, Article XI of the Oregon Constitution.
SUMMARY:
If approved, the City will use bond proceeds to finance the capital construction and improvements related to the building and equipping of a new 15,000 square foot police station to replace the existing facility and pay costs of issuing bonds.
The new police station will be designed to meet the City’s growth needs over the next 20 years and provide the following features to meet critical needs of City residents:
- Secure interview/holding rooms
- Training and meeting spaces
- Evidence storage
- Sufficient spaces with victim-suspect separation
- Sufficient back-up power for emergencies
- Community room available to public
- Off-street parking
Bonds would mature over a period not to exceed 20 years from issuance. The average annual tax rate is estimated to be $0.27 per $1,000 of taxable assessed value. Industrial customers currently receiving tax abatement benefits will also pay their proportionate share of the Bonds. The tax rate is an estimate only based on information obtained from the Umatilla County Assessor’s office and can vary depending on assessed values and interest rates at the time of the bonds issuance.
The ballot title for the measure referred by the City has been filed with the Election Officer of the City of Umatilla, Oregon on February 26, 2025. The ballot title caption is BONDS FOR NEW CITY POLICE STATION. Pursuant to ORS 250.296, an elector may file a petition for review of this ballot title in the Umatilla County Circuit Court no later than 5:00 p.m., March 7, 2025 (7 business days after filing of this notice with the City Elections Officer).
